The Constitution of theParish Pastoral Council of Saint Rita Parish

  ARTICLE I - NAME

The council established herein will be known as the Parish Pastoral Council of Saint Rita Parish.

ARTICLE II – OBJECTIVES

To serve as a receptive medium of communication within the parish.

To assist the Pastor in his responsibilities in the administration of the parish, through planning, prayers, support, cooperation and counsel.

ARTICLE III – MEMBERSHIP

The Council membership shall consist of the Pastor, ten elected members from the parish and three appointed members by the Pastor.

All members shall be Catholic, registered members of the parish, and tithing to the parish with his or her time, talent and/or treasure. All members must be approved by the Pastor before taking his or her seat at the council.

All terms in office shall be for two years.  Any individual appointed to fill a vacancy will serve the remainder of the vacancy’s term.  No person shall serve for more than three consecutive terms.

ARTICLE IV – OFFICERS AND DUTIES

Officers of the Council will be the Chairperson, Vice-Chairperson and Secretary.  These officers compose the Executive Committee.

The term of office of elected officers of the Council will be for one year which is renewable.  Officers will be elected at the last meeting of each year.

Chairperson.  The chairperson is elected from the general body of elected Council members.  The Chairperson is presiding officer of all Council meetings and works with the Pastor to establish an agenda for each meeting.  He/She is a member of all permanent and temporary commissions and committees and has the option to attend all meetings.

Vice-Chairperson.  The Vice-Chairperson shall perform the duties of the Chairperson during the Chairperson’s absence.  He/She shall assist in the coordination of committees as requested by the Chairperson.

Secretary.  The Secretary is responsible for taking and transcribing minutes of all Council meetings and for ensuring that all members are provided copies of all pertinent documents.

ARTICLE V – ELECTIONS

Elections shall occur in the Fall of every year.  The following organizations within Saint Rita Parish will elect members to the council.  Each of the organizations has the freedom to determine how they will conduct their own elections.

Council of Catholic Women

Hispanic Ministries

Liturgical Ministries

Finance Committee

The Men’s Club

Youth Group

In addition, there will be a total of four vacancies to be filled in parish-wide elections conducted every Fall.  Finally, the Pastor will appoint a total of three members to the council bringing the total membership to thirteen.  Therefore, the membership will be composed in the following manner:

 ARTICLE VI – MEETINGS

Regular meetings of the Council will be held on a specified, regular basis, with no fewer than six meetings per year.  Special meetings may be called at the discretion of the Pastor or the Chairperson, or by written request by any three members of the Council.  Purpose shall be stated and at least three days notice given if possible.  The Council never acts independently of the Pastor.

The council welcomes members of the parish who wish to share in the deliberations of the council.  Therefore, each meeting shall be published in the bulletin and all parishioners are invited to participate.

The nature of the Council is strictly consultative.  As such, any votes that are taken are done to establish a consensus among members.  Roberts Rules of Order shall not apply.  Instead, rules of Christian charity and common courtesy shall govern the Council meetings. 

ARTICLE VII – AMENDING THE CONSTITUTION

This Constitution may be amended at any regular meeting, providing the amendment has been submitted in writing at the previous regular meeting and discussed.  Approval by eight members of the Council shall be necessary for adoption.

Amendment #1, Date 03 April 2006.  The constitution was changed to add a representative from the Youth Group, bringing the total membership to thirteen.  In addition, the membership position originally reserved for a member of RENEW/Small Christian Communities is now reserved a member elected at large from the parish.  These changes were made because the Council wished to have input from the youth and to have wider representation on the council.
